Nest 3rd Gen - "delayed for 3mins" issue

When trying to turn on the boiler (gas) to heat the radiators I get a message saying delayed for 3mins. It then cycles through the time and doesn't turn on the heat. When you go to turn on the heat the same thing happens again.

Software up to date

C wire connected

Reset the thermostat, heat link, app.

Manually reset the heat link, re paired it.

Nothing works.

Thermostat does still work for the hot water but not radiators

Google nest help chat channel dreadful, 1hr going through completely random questions that have absolutely no diagnosis help or logic.

Google nest call centre number, 1hr 15mins on hold.

Google email, asked for a picture of the thermostat pro screen and the back of the device - which they already have been sent.

Truly awful customer service. Trying to see if I can better help on the community page.
