No power but also there is

No Power but also there is

2 Nest Thermostats mirror face
One on each floor (it’s an old house) but the wiring to the Nests are two years old when it was first installed, and worked flawlessly last winter

Both showing that they are not receiving power.

C W R
With a multimeter:
Confirmed voltage of the 24v adapter
Confirmed voltage at the heater system
Confirmed voltage of the wires before entering the wall plate
Confirmed voltage putting the multimeter into the pin holes of the wall plate itself.

Still no power on either device.

Wires do not have jacket as they come out of the wall plate and the wiring diag on the Nest show all three wires as blue.

What am I missing???
