I am having the same issue. I have multiple zones in my house and can’t add additional thermostats. Google doesn’t seem to have any support for the nest thermostats.

Here’s what worked for me: take off the first thermostat you installed and hold it close to the new one you are trying to install. The old/original one will “assist” in connecting to your app. Hope this helps. Good luck!

The only way I got it to work was to set up the thermostat under a different "home" profile. So I have 5 Nest products under our main home profile and this one thermostat under a different home profile. So frustrating.

I am having the same issue and posted in a few threads, no solution. I have 2, 3rd generation nest learning thermostats. I can connect each thermostat on their own, but the app will not allow them to both be connected. I have reset these multiple times, reset the network, tried phone as a hot spot, located both nests next to each other... nothing seems to work. I find it interesting that after scanning the QR code the selection on the app chooses thermostat instead of nest learning thermostat?
Please help.
