I wish I had never bought the thing.

Installed new high efficiency heater, cooler, and air handling system on the same day -- Why did I let the technician talk me into a Nest Thermostat ?? It's been over two years and I have not saved a penny on my electric bill.

I tell it to make the house 75F, it resets itself to 73F. I tell it to make the house 80F, it starts running at 73F. I wish I could get my money and my old thermostat back.

What method are you using to tell the Nest the temperature you want it to cool to (75 or 80)? If you just twirl the dial to 75 or 80, that's a temporary instruction. The Nest will obey only until the time of the next set point in its schedule, and then it will revert to the schedule. Possibly, in your case, the schedule calls for 73. Your schedule should be set to the temperatures you'll usually want.

I apologize if I misunderstood your situation; maybe you already have the schedule set for the 75 or the 80 and the Nest isn't obeying it. In that case (or even in the first case), try making sure that the "smart" features -- Home/Away Assist and Eco Mode -- are turned off, to facilitate troubleshooting.
