Vin and Voc dropping with heat

We recently purchased a new home and I converted the old thermostats to nest.

it is just a 2 wire heating system (gas hot water radiators) but luckily there was a transformer already installed to provide power through two wires.

unfortunately, every time the heat turns on - the vin and voc numbers fall below 29 and the system temporarily turns on until they recover.
how do I stop the nest from having those issues?
