Nest Power Connector

I can't seem to figure out which use case the Nest Power Connector solves

a) I only have two wires going to my thermostat and need a C wire that would normally come from a third wire

b) my boiler has no C connector to provide power to the C wire

My situation is B. Does the Power Connector solve this?
