Cool air when in heat position

Ever since the system was installed 2.5 weeks ago we have never had hot air come out of the furnace it's always been cool air. we keep getting the run around from the person who set it all up and we keep getting around from the technicians saying that we need a new furnace meanwhile our furnace worked perfectly fine on propane before they install their equipment. I think it's time to call a lawyer
