Not blowing cold air but says it’s cooling

Hello. I live in Texas and i don’t think my nest thermostats is working. It says it’s cooling but it says in 2+ hours. I checked the vents and it doesn’t feel like cold cold air coming out. It says it’s 84 in the apartment and I’ve sent it to all different types of temperatures and it doesn’t come down. Before I call my maintenance which takes forever. Wanted to see what I could do here and if anyone had any issues like this. The app at one point told me it was “delayed” too. Thanks in advance
