Some cool ish air is coming out but not enough to cool the house. What do we do?

I think a homeowner can do first of all is make sure that you have a very new and unclog air filter in the return. Go to your air conditioner, air handler. If you can get to it, seal the two lines the small line should be be out 130° hot, and the big line should be around 50° cold. If your system is low on refrigerant it will cause the indoor coil to ice up.
