Google Home App - Add a room - why is it such a huge pain and no common sense?

Why such a simple task as adding a room to your home is such a pain? 

You pick Home > Home Settings > Rooms And Groups and....

You can't add a room. You can delete, rename but not add. Instead you have to perform some voodoo dance with adding new devices and create a room from a new device. Did you guys study UI as school? This what's called bad UI. People expect to have full CRUD (create/read/update/delete) operations per domain, but in this case you have:

home>room>device

Room has only (read room / update room/ delete room), but delete room is done in device... Wtf?

Moving an existing device to a new room seems like impossible task due to the UI stupidity. Why is it so bad?
