Google Nest Hub Max new account

My wife mistakenly signed the Hub Max we bought for her mom to her account. We disconnected it, rebooted it and factory reset it several times...but...when we try to now sign it into her mom's new account after we get through the Wi-Fi connection process it says,

"device needs to be taken off of the previous account in order to sign in to thr new account".

Can anyone please help us with this matter ? Shouldn't it have done that when we factory reset it ?
