Migration of Nest Account

I am trying to Migrate my nest account under # to google home however it wont let me because I had previous migrated an old business to that account.  There is no longer anything in the google home account but I cannot seem to clear this up.

please advise.

You can only migrate one Nest Account to a Google Account. I don't think the fact that you are not using any devices on that account at present makes any difference.
