Camera pan

I can not pan on my nest cam, I can only zoom in/out

I think you can only "pan" on Google Nest cameras after you have zoomed in. When you're zoomed all the way out you're seeing the entire wide-angle view, so you can't move or "pan" around in the view.

Goggle Nest Help has this topic where panning is mentioned for both the Google Nest app and the Google Home app:

I cannot pan anytime. I used to be able to look lol over the room it’s in,and not only when zoomed in

We cannot pan with our Google Nest cameras (indoor or outdoor) unless we first zoom in. The cameras are mounted in fixed positions and the camera heads have no ability to move in order to pan when zoomed all the way out.
