Camera registered to Prior Owner

I recently bought a house that came with a Nest Outdoor security cam installed.  I tried to set it up but it says it’s still registered to the prior owner.  I reached out to the owner who let me know they’d deleted the Nest and Google Home apps, but I still keep getting the same message when I try to register the device to my account.  Can anyone help or do I just have to throw this camera away and suck up the cost of a new one?

The previous owners need to delete the camera from their account. Just deleting the apps won’t help. They have to delete the camera first.

Unfortunately they already deleted the app so I guess the camera is useless at this point.  It’s a shame Nest hasn’t got a better process for the transfer of systems and devices.

 But certainly they can redownload the app?
