How do you do a factory reset when the camera has no reset button?

Per Google Nest:
If you have the 1st gen Nest Cam Indoor:
"There is no factory reset button on Nest Cam Indoor, Nest Cam Outdoor, or Dropcam. To reset one of these cameras, simply remove it from your account.
Open the Home app or the Nest app.
Tap the camera that you want to reset.
Tap Settings | Remove device | Confirm."
If you have the 2nd gen Nest Cam Indoor, using the reset button:
1. Locate the reset hole on the bottom of the camera head. It’s between the power cord and the camera neck.
2. Insert a paper clip, thumbtack or similar into the hole. Press and hold down.
At 10 seconds, the status light will blink yellow four times, and you’ll hear a countdown tone.
At 12 seconds, the status light will be solid yellow. When the camera begins resetting, you’ll hear a confirmation tone.
3. Release the button. Your camera will restore to its factory settings."

My nest app was reset so the camera is not in the nest app. I guess the camera is a brick now?

You lost me. I don't know what you mean by "My Nest app was reset". If you deleted and reinstalled your Google Nest app, that should have had no effect on your devices. What happened that you are seeking to do a factory reset on your camera?

I’m trying to put my cameras into a new Nest account. I deleted the old nest account. Ultimately I’m trying to setup the cameras to use a google account that has two factor authentication turned off.

You may be in a gray area where Google Nest makes things difficult. On the older cameras that are installed in the Google Nest app, you're supposed to remove the device from within the Google Nest app in order to do a factory reset. I'm not sure what you mean by "deleted your Nest Account", but if you've deleted your Google Nest "home/structure" and deleted the email account you used to access your Nest Account you may not be able to do a factory reset if you did not first remove it from your Google Nest app.
On some threads in this forum, Google Nest Support Specialists have suggested unplugging the camera for a full 48 hours as a way to force the camera to reset, but that doesn't seem to have worked for all.
