I installed Nest into a new phone. It stated that one of my four cameras was disconnected (#1 ) I deleted camera #1 (the non-responsive camera) and tried to re-install it. After it took a picture at the back of the camera Camera #1 streamed an image, but replaced the streamed image of Camera #2. We tried to reconnect Camera #2 but it says that it cannot connect to the wi-fi even when I am standing underneath. Please help!

Perhaps you should consider contacting Support, where you can tell them what happened. What you are describing does not make sense to me.
1. Go to https://support.google.com/googlenest/gethelp.
2. Select a category/product family, and type in a brief description of the issue, then click "Next".
3. Click "Other", then click "Next step".
4. Under "Resources", just click "Next step". (Clicking one of the listed links will bring up a Help page page.)
5. Under "Contact options", choose to get a phone call or chat with the team, depending on availability in your country.
