I was forced to create a new Nest account because the original one insisted I was in Lapu Lapu City, Philippines and all my devices were 13 hours fast. After trying everything I found if I created a new Nest account with a new Gmail everything worked.
I cannot reinstall the Nest Hello because it is "already registered to a different account." The fact that they are the same person makes no difference. I read somewhere I have to wait 60 days till old saved videos are aged out and deleted. That is garbage, but, I pay for the annual subscription so I think my videos are saved way longer aren't they? Plus I should not be paying for this service when I cannot even use the doorbell.
I tried a factory reset but that failed. I deleted it from my old Nest account. I was able to add it to my new account via computer but if I cannot see it on my phone that is useless. It does not show up on my phone and I cannot install it on my Android phone.
Any ideas? Am I better off cancelling my subscription and demanding a refund or does someone have a different solution?

Your post does not indicate what happened when your factory reset failed. Did you follow the instructions in this Google Nest Help topic?
