Nest Doorbell (battery) factory reset failed

I recently setup a new modem and wifi network at home. I've been deleting, factory resetting and reconnecting my other Google Home devices successfully to the new network. So far, My Nest Hub, 2 mini speakers and a chromecast ultra worked fine. 

But the Nest Doorbell (battery) setup failed. Initially, the factory reset worked (push reset for 10 seconds, wait for yellow flashing, wait for 12 seconds for solid yellow and tone). Attempting to set it up as a new device in the android Google home app didn't work. I had it plugged in to a charger and pulsing blue. However the app couldn't locate the device. 

I attempted to factory reset again, and pushing the reset button no longer does anything. I'm not sure what else to do. Anyone have any suggestions?
