Nest Floodlight flickers with strobe effect

Just installed our nest cam / floodlight (hardwired) and the camera part seems to work fine, but the lights flicker in a strobe effect.  They flash about 3 or 4 times fast, pause, then go again.  They should stay on consistently but not happening.  I've looked through the installation guide, checked the wiring, searched online, but nothing is popping up.  Wondering if this has happened to others and how to fix?  My initial thought was that the wire wasnt grounded but that doesnt seem to be the case.
