Did you purchase the device new or used? It takes some effort for the QR stamp to wear off so that is a little concerning.
Either way, you need the QR code to complete set up.

To add to Rubes great advice, if you can't scan the QR code you can also tap continue without scanning and type the numbers at the top of the QR code.
