Nest hello doorbell chime issue

Hi, I have just moved, at my last property I had the Hello installed on a Vac transformer, now the new house has a powered doorbell chime which seems to output 8+Vac to the door bell button, when following the install instructions, when the chime module is installed this automatically activates the chime and holds the chime on, even with the camera installed on the other end (door bell button end), am I missing something? any help / suggestions welcome please

Hello, the first thing that comes to mind is the 8VAC is to low.    

The specifications for the NEST HELLO Model door bell show the transformer must be rated for 16 to 24 Volts AC, and 10VA
