New google doorbell setup doesn't give step to select wifi network

I just received the new Google Doorbell. When I went to "add a device" on my Google Home app, it identified a new device, I ID'd it as a doorbell, and I was setting up a Nest Doorbell (battery). it then asked me to scan the QR code, which I did, and it accepted it. After approving Device Arbitration Agreement, Usage Guidelines, Privacy Guidelines, and Help Approving Google Nest Doorbell document, it went to "Do you have any of these devices already setup in this home?" (which I do not). It asked if I wanted to setup a new network. I tried to create one, but it wouldn't. 

 
I am stuck. I never received a step to connect to my wifi network, and think that's  why the doorbell won't connect. Any ideas on what I am doing wrong?
