Reinstalling Nest Wired Camera

This device is connected to
another account
To continue with setup, it needs to be removed
from its previous account.

how do I do this?

It depend on the circumstances.

If you bought the camera used from another Google Nest customer, that customer has to remove the camera from their account in the Google Nest app or the Google Home app, depending on which indoor camera it is. If you had previously set this customer up on a different Google account, you will need to remove the camera from that account.
