I bought two IQ outdoor cameras, performed a factory reset, but it says it's still on another account. The person I bought them from claims that they removed them from their account.

The previous owner needs to have removed them from their Google account in the Google Nest app while still connected to their Wi-Fi network. You should NOT get the message you're getting if they had done so.
Google Nest's only advice is this:
"If you bought this camera new or can’t get the previous owner to remove the camera from their account, return it to the seller for a refund or exchange it for another. Let the seller know that your product is already connected to someone else’s account and it can’t be set up."

You could try the deactivation steps described by Community Specialist janthadeus in this thread; I don't know if it works:
