How do I file a warranty claim for a nest outdoor camera that is less than a year old and will not power on at all?

Disappointing to hear you have a faulty device. You will need to get into contact with Google Nest support privately. This is because the community forum can't action on requests like these.
To do this, follow this link. At the bottom of the page, select 'Contact us.'
You should have options to get in touch by calling or chat :).
