Water in outdoor camera

During last month’s crazy California rain storms one of my outdoor nest cameras started streaming a fuzzy image. It seems to have collected water (sloshing around) between the outside lens cover and the actual lens.

I kept thinking it would dry out, but after a month I have taken it down and put up another.  Can you recommend the best method to drain out the water and then thoroughly dry and reseal the unit?
