can’t reconnect deleted nest cam

Deleted my cam and followed the process. Keep gettting error message and process won’t complete. 

used reset button and still can’t connect. 

No problem with wifi, rebooting phone etc

Did you follow the "factory reset" instructions (not the "restart" instructions), which call for pressing the reset button until the status light flashes yellow 4 times at 10 seconds and the status light turns a solid yellow at 12 seconds, followed by a confirmation tone?

I was having the same issue when I changed my internet router, what worked for me is using a different device that the floodlight camera was never connected too before. In my case my phone and laptop both had the joining connection issue, so I added my son as a household member which gave him manger access and I was able to add my floodlight camera through his phone no issues at all. Hope this helps

I had a similar experience. In my case, I was successful when I used a slightly older Pixel that was not up to date on security patches. Curious what phone/OS you and your son use.
