Can chromecast 3rd gen work without internet for Mirror casting?

To clarify, the CHROMECAST device always needs a network and Internet access.  It won't work without it.  Not even when you are just mirroring your screen.

Guest Mode is only when the phone or tablet that wants to talk to the Chromecast is not also on the network (like if you have someone visiting that wants to show pictures but you don't want to give them your WiFi password).

You can mirror screen without WiFi by accessing Google Home guest mode, but using an encrypted WiFi network is safer.
