I am trying to control my TV with Chromecast and HDMI-CEC technology. I have found a way to control it using voice commands, but is there a way to control it directly from Google Home app? All I need is to be able to turn my TV on and off directly from the app, without using the voice commands.

Upgrade to Google Chromecast with Google TV which includes a remote control. You will also be able to use Google Home included software remote to control your TV.

I know that Chromecast with google TV allows this, but I am specifically interested in using the regular 3rd Gen Chromecast, as I do not need Google TV at all.

You can't use Chromecast 3rd generation to control the TV.
The only device with HDMI CEC and infrared capability is Chromecast with Google TV, especially because it runs on Android TV (Google TV).
Therefore, you need Google TV in order to control a TV.
Alternatively, you can install on the phone a software remote control compatible with your TV.

That is not correct. I am currently using my 3rd generation Chromecast, and I am able to turn my TV on and off with google assistant. My question is if I can do it from Google Home app, without using voice commands.

I think what you are turning off, in fact, is the Chromecast device only.
You can't control the TV because Chromecast 3rd generation does not have Consumer Electronics Control built-in in.

There is no way I am controlling the chromecast only. I physically see my TV turn on and off

So, it seems that Chromecast 3rd generation has CEC capabilities and your TV has CEC enabled, so you are able to use voice commands.
For the moment, at least, it is all you can do, I think.
However, if your Google Home application is up to date, you can check your phone quick settings, look for a tile named "Smart Remote" and give it a try.
Alternatively, open Google Home application, select your Chromecast device and verify if you have the option "Open Remote" at the bottom.

Hello, I am still unable to control the TV from Google home app. I can use the voice commands, but if you know a way to control it from the app with no voice that would be great

Hey there jasha,
At this point in time, with the Chromecast models older than the Chromecast with Google TV, the only way to control them via the Google Home app is with the Google Assistant. As djtetei said, the Chromecast with Google TV has a digital remote you can use on the Google Home app to control the device, while the older models don't have that feature available. If this is something you'd like to see in the future, I'd recommend that you submit feedback via the Google Home app!
