Yo, I'm in a hotel with it's own wifi and when I install my Chromecast into the HDMI port it takes me through to "complete setup" but it doesn't set up. What to do what to do

probably hotel wi-fi, has his own login page after you join network. Try to make personal hotspot on mobile, and connect chromecast with your hotspot

As Prezi says and as you've discovered, Chromecast doesn't support 2-step (also called "captive portal") logins like that where you connect and then have to go to a web-page to finish authorization.
If you do a google search for "use Chromecast in hotels" you'll find how people have worked around this using phone hotspots and (my preference) travel routers.
Keep in mind that neither solution is officially supported and most shared networks like that are grossly overloaded so streaming may not be a smooth experience.
Also, you don't really WANT to get connected to a big shared network like that. If you did, your Chromecast would be visible to everyone else on the network and they could cast to it at any time. Using a travel router makes a private network of your own and then nobody else will be able to see your Chromecast or cast to it.

1st off find your Chromecasts MAC address. Write it down. Save it you'll need it.
I just bought a Chromecast yesterday and was having the same problem, but I remembered that every hotel will have a wifi customer service number to call if you're having issues with the wifi, either look in the hotel information book that's in every room and look under wifi. Or just call the front desk and ask who they go through for the wifi and ask for the customer service number, when you call, tell them you are having password/login problems, and that you have a Chromecast device needing to get passed the wifi password login. Then ask if they can be bypass it if you give them your devices MAC address. They will ask for what hotel you're at, what room and how long your stay is. Then they will connect it and you have to restart your device. Disconnect power source and then plug back in....then set up again. Worked for me.
