How do I completely disable my phone from connecting to Chromecast to my brother's TV I do not use Chromecast but my phone automatically connects to it and I want to stop that how do I do it

Thanks for reaching. Anyone who's connected to the same Wi-Fi network as the Chromecast will be able to see and control it. However, if your brother has a Chromecast with Google TV (HD) device, you may ask him to go to the Google TV settings and configure the cast menu setting. 

The cast menu setting lets the user manage who can control their Google TV. It shows a notification on all Android devices connected to the user's Wi-Fi network and let them control media casting to their Chromecast with Google TV.  He can set this setting to Always, While casting, or Never.
