Chromecast in college

Hello! I live in a college dorm and use the school wifi (eduroam). I got a chromecast last year and managed to make it work by using my PC as a hotspot (windows 10). Now the chromecast won't connect to the hotspot no matter what I try, just says "check internet connection". I used it at home just before I came back and now it can connect to my phone's hotspot but then it is not possible to cast and it uses phone data. I have obviously tried all the standard troubleshooting and rebooted it so it's not configured anymore. I have contacted the IT department but they just redirected me to ask the student services, who never gave me a reply. The internet is fine and my switch and phone connects to the hotspot from pc. I tried using a vpn on my pc with the hotspot and allowing my pc to share the connection and it works on switch but on chromecast it just says "network problem". I think there is something with the network settings that is not allowing it to get through anymore, even with hotspot, but it's odd that it only affects the chromecast and not the switch since it also can't connect to a public wifi and needs a hotspot (and a vpn for online gaming). Should I contact IT again? If they can't help me, what solutions are there? I would like to avoid having to get a 4G lte router since that would be expensive and I'm moving out in a few months to study somewhere else and will hopefully find a decent place with private internet (not on campus) where I wouldn't need it anymore. There are others here who have their own wifi and use a chromecast so I don't think having a private connection is forbidden, or if it is, nobody is enforcing it. I have a chromecast gen 3, my PC is HP (don't know the model) and bought in 2019 and my phone is a Samsung Galaxy S20 FE bought last year. And like stated earlier, I used my chromecast at home and everything worked fine until I came back to my dorm a couple weeks ago. It had been working fine in my dorm before then as well, with my pc connected to the school wifi, and chromecast and phone connected to a hotspot from the pc. I have not messed with any settings except when trying out the vpn but changed those settings back when it didn't work, and I have vpn turned off most of the time since I don't use it much (and had it off all the other times I tried connecting to the chromecast). Is the network now somehow able to block the chromecast even with hotspot? Or is chromecast not working on hotspot anymore, or can detect that the hotspot is connected to a public wifi? Is it possible to connect the chromecast to a vpn somehow and will that bypass the restrictions? Can a regular router bypass the restrictions? Sorry if it's long and a lot of questions but I don't understand how this is possible and what I'm supposed to do. Any solution would be appreciated, even if it's just temporary or not very practical, as long as it's not too expensive.

A Travel Router would probably be a better solution for you.  They are small and inexpensive and they act more like full WiFi networks than most hotspots on phones and computers do.

A couple of warnings... make sure you do NOT use it in "extender" mode.  You want it to make a new secure network off of the original network.  Second, you may want to check with your school.  Some of them forbid the use of additional routers and search for them on their network.
