Is there a way of activating location settings?
On other Android TV Devices is under Settings > Device Preferences > Location

And how do you intend to change the location of your network IP address, because that's what the restricted country application will trace?
Seems like you're trying to make it hard on yourself...but, if you insist, you could try to sideload it. Furthermore, you may need a login account to match the "intended" country and, if payment is required, you may have surprises regarding the price. The prices are different because of the content available for every country.
On another note, Google Home application is not supposed to be installed on GCGTV, because it's purpose is to work on your phone and to slow you control over different compatible devices, like Nest, Chromecast or others designed to work with it.

I'm using CCWGTV w/o any android phone. I manually entered the data. Google Home doesn't seem to be compatible with any Android TV device
I just want to set Location based on wifi, like I did with Android TV. Is that not possible?

GCGTV is not equipped with GPS, therefore it needs to use your phone's location service and WiFi network, via Google Home application, where you could enter an address for your home. This address will be used by all devices added under your Home Tab.
Can you provide more details about the issues your having with your device?

I meant "Google Home seem *NOT* to be compatible with any Android TV device". i.e I cannot install google home in CCWGTV
Android TV doesn't box doesn't seem to have a GPS either, but it locates the device with wifi.
I'm having some problems installing a country restricted app. So I wanted to mess up with locations settings to see if perhaps that's the problem.

I'm already in the right country. It's just that I had VPN in the past and I thought that perhaps the location settings had been messed up. It's just a shot in the shadows to try to fix the problem I'm having with that app.

Hey there,
I apologize about the slow response time on this one, but djtetei is correct here. We can only update those Location Settings via the Google Home app. Better yet, you can perform a factory reset with Chromecast with Google TV and set it up using a mobile phone rather than doing it via Voice Remote.
Since you are also having an issue with installing region based app, you may want to make sure your Google Account has the right Pay/Play country.
