Can I plug in my chrome cast into the USB port on my blue ray player vice the back of the tv?

Google does not suggest that you do that.  Most of those ports are only designed to support data-sticks.  They often don't have enough power to handle small electronics.  Also, if they turn off when the TV/Player turn off, you Chromecast won't be able to download and apply automatic updates.

 

Google suggests that you use the power-block and cable that came with your Chromecast device.
