I recently purchased a Chromecast with Google TV but when I connect my Bluetooth headphones to it, I can not get any sound when trying to watch Disney+. I have tried turning off surround sound in the settings but this has not fixed the issue as Disney+ still appears to be outputting the audio in surround, as I can get audio if I change the track to audio description. I have contacted Dsiney+ regarding this problem but they were unable to provide any solutions.

That's because your TV model has a built-in Dolby Digital Plus decoder which can extract the Dolby Digital core and downmix it to stereo PCM.
Dolby Digital Plus cannot be downmixed to stereo directly. Dolby Digital Plus has to be converted to Dolby Digital core 640 kbps by the Dolby Digital Plus decoder and then downmixed to stereo, in order to be encoded to AAC compatible to Bluetooth audio.

Clear Disney Plus cache and data, then try again.
Logout and login again to Disney Plus.
Select only stereo soundtracks when using Bluetooth audio.

When you are playing a movie on Disney Plus, can you select the stereo stream, instead of the surround stream, and still no sound on Bluetooth audio?
If so, then, it seem that Disney Plus is in trouble again.

The only stereo stream I am able to select on Disney+ is for audio description.

No matter which movie you choose, you only have surround sound stream and no alternative stereo stream?
What if you are selecting a movie or documentary with only stereo stream?

That appears to be the case I have tested several movies and TV shows and I can not get audio with Bluetooth headphones without selecting the stereo audio description, which is no good for me.

That's a real problem with Disney Plus not offering an alternate stereo stream for every title in their library, to ensure compatibility with a broader range of devices.
However, what happens if you change the audio or video streaming quality?
If you change this, is it possible that Disney Plus won't be streaming the full blown Dolby Digital Plus soundtrack and downgrade to Dolby Digital, which Chromecast with Google TV will be able to downmix to stereo.

I have tried that, if I stream in SD I can get audio through my Bluetooth headphones.

Well, it is clear for me. When you lower the streaming quality Disney Plus will downgrade its audio stream also, offering Dolby Digital core surround or stereo.
Try to use the medium quality, which will offer a better image than SD but will also offer Dolby Digital core, which Chromecast can downmix it to stereo and then route it through Bluetooth audio.

I have one question: is your TV capable of Ultra HD resolution and has support for Dolby Digital Plus decoding?
If it is, you can use a digital audio converter (DAC) with built-in Bluetooth high resolution audio connected to the digital optical audio out of the TV.

It is, I can view content in 4K on Netflix and Plex.

I am unsure of that, it's a Samsung TU8500. The Disney+ app works fine on there with Bluetooth.
