This is ridiculous! I have 2 Vizio televisions - a 32" D series & a 43" V series! BOTH have Chromecast built in! Google photos ambient mode was available on BOTH for the longest time and worked flawlessly! Recently there was an update and Google photos ambient mode is no longer an available choice on my 43 in Vizio TV, but still works on my 32" Vizio. My TVs are obviously up to date, Google home is up to date and Google photos is up to date!
Several fixes were given of which NONE work! Trying to do this via the Google photos app as suggested does NOT work - it says, "please check internet connection". BOTH my Vizio TV's have Chromecast built into them so there is no shutting off and rebooting Chromecast! I have soft booted my TV many times with no resolution. I have also re set up my 43" TV numerous times with no luck!
Stop making more hoops to jump through, go back over the program and figure out what happened and correct the bug! Simple as that!

I'm really sorry to hear that your Ambient Mode photos are not showing up on your Chromecast's Ambient Mode! It sounds like this has been quite an annoying issue for you, and it looks like you've already done a good amount of troubleshooting with this issue.
