Have the google home app but chromecast is saygint to download it to begin setup

Have tried everything in trouble shooting. I cant even get the Chromecast welcome screen on the tv. All I have is a screen that says Get the app Download and open the Google Home app on your phone to begin setup

or
The chromecast wall paper with Something went wrong. Reset your smart display by unplugging the power cable and plugging it back in. 
I dont have a smart tv

Hello, Welcome to the Chromecast user help community.
 
Try each of the following before moving on to the next:
  • Black TV screen? Press the Source or Input button your TV remote to select the HDMI port your Chromecast device is plugged into.
  • If you are enrolled in the Google Play Beta Program, Un-enroll, uninstall Google Home, and re-install the public version. 
  • Try Chromecast on the SAME 2.4 (Chromecast 1st gen requirement) Ghz frequency wifi router band as your Android devices
  • Is your Android device on current Minimum system requirement?
  • Check to see if all of your installed apps on Google Play automatically update at https://support.google.com/googleplay/answer/113412?hl=en
  • Is your Android operating system updated? Open Android Settings > System (or About Phone) > Advanced > System Update > Check for update. If device updates, restart phone when update is complete.
  • Make sure you power the Chromecast device with the provided power supply into an open electrical outlet, not using a USB input on your TV or other device.
  • Check your Android Wifi settings using this Nexus Help page.
  • Please try 5 common troubleshooting steps to resolve connectivity issues with your Chromecast.
  • Your Android device and Chromecast device should be within ~15 feet (4 meters) of each other. Your Chromecast device should be ~15 feet (4 meters) away from your router, or less.
  • Make sure your Chromecast device is plugged into a TV (not a projector or monitor) HDMI input that is not labeled as ARC or DVI per TV user manual or labeled on TV chassis.
  • Unfortunately, any dongles, adapters and devices between Chromecast device and the TV are unsupported so your use may vary.
  • Unplug your Router and Chromecast from electrical wall outlets for 5 minutes, and turn your Android device OFF/ON
  • Conduct a factory data reset on your Chromecast device.

Does your location have a captive portal (campground, apartments, dorm, hotel, etc) that requires a login? When the captive portal settings are enabled, these settings can prevent your Chromecast device from properly connecting to your mobile device or computer. -- See What router settings do I need to set up Chromecast?
