How to remove former owner account and Home from built in Chromecast/Smartcast for Vizio

I have called Vizio they say they can't do anything and I've contacted Google and got nowhere so can someone please tell me I bought the TV secondhand but under my Google home it says that my device is Castable but it is already in someone else's home

Found this response from Vizio support 

 

You should be able to go to the SmartCast input and select the Extras menu. You should then see an option that says VIZIO Accounts you can then unlink your television from the previous setup. Once this is complete you will have the Google Assistant option for pairing your television and Google Home device

You will probably have to factory reset the tv and start setup from scratch , this will erase any saved account data and allow you to set it up for your home. 

I have tried every form of factory reset I've contacted both Google and Vizio they said to maybe contact the former owner which is impossible
