I connected a USB hub with pd pass-through, plugged it in to a 100watt pd wall charger, inserted a 128gb Microsoft card directly in the hub, enabled developer options, and turned on the external app storage setting.
Chromecast not see any external storage.
What am I missing?

Not all USB-C powered hubs work as they should with Google Chromecast with Google TV, even if they are able to power the device.
Power cycle the hub, then navigate to the Chromecast settings - Storage and verify if the storage device is recognised. Sometimes it takes some time for it to be recognized.
If it appears in the storage section, you have to select it and format it to be used as internal storage device.
What USB-C hub do you use?

It finally worked. The sd card was in EXFAT format. I reformatted as FAT32 and restarted Chromecast. That did the trick.
