Hi, I have a cabin that has no internet and gets no cell phone connection. I download Netfix movies to my phone or tablet to watch offline and want to cast them from my phone or tablet to my TV. Can I set up an old wifi router at my cabin. Connect the chromecast and phone to the wifi network and cast my screen from a phone or tablet without any internet?

The Netflix app will still try and stream over the internet to a Chromecast even if you have the file downloaded.
I confirmed this with Netflix Support.
You will not be able to use a Chromecast device if you don't have internet access.
You may be able to use a Miracast device. Some of those will work without internet access. But, they don't support Google's casting protocol so the number of apps they work with are very limited.

Thanks Byteguy. I appreciate the help. I have an older tablet that I use the Miracast and a Microsoft wireless display adapter for watching downloaded nextflix shows. Was hoping to use my current phone. Wish Miracast was still used on devices.

While there are situations that you can use a Chromecast with local WiFi but no internet, I don't believe the Netflix app allows you to cast downloaded content for offline viewing. You can try disconnecting your internet (leaving your wifi on) at home to test whether this has changed or not.
