Starting a few days ago, the IR blaster on my remote just stopped working. I verified the settings to change the volume and power for my TV and everything was set as expected. I manually repaired the remote and reset the settings and everything worked for about 30 minutes, then my remote would not change the volume or power the TV. I found that just removing the batteries and reinserting them allowed the remote to control my TV as expected for 30 minutes or so as well. Everything was working without any issues for many months and nothing changed with my Chromecast or TV.

Replace the remote batteries.
They may still show up as "good level" on Chromecast remote application, but, actually they do not provide enough power for the Infrared blaster to work optimally.
