Setting up wifi on chromecast shared network

I am trying to help a blind resident in the aged care facility I work at set up his chromecast/google TV on his TV. He uses the wifi network supplied by the facility, where all the residents each have a username and password - the network can be slow as all the residents use it at the same time after dinner etc. 

Unfortunately when I try to set up the wifi on the tv for him, I choose the network he uses - however it only comes up with a password box and does not give me an option to put in a username and therefore cannot connect as you need the username and password to connect to the internet. 

I am thinking maybe the chomecast is not compatible with shared networks? Does he need to pay for his own internet and use a router? He has a laptop that connects to the internet that may be able to connect to the google TV but it doesnt come up with an option for that - it requires a network to connect to first. Thanks

Chromecast can't be used with captive portal networks.

In this case, a travel mobile router is recommended.
