With a specific application, yes, you could record on internal memory, but, you won't have much storage space available.

The short answer is "not really". Chromecast with Google TV is not a DVR.
But, some of the apps that you run on it have that function. For instance, if you subscribe to YouTube TV, it uses a cloud-DVR and you can record and watch later on your Chromecast with Google TV device:

Chromecast with Google TV is a platform that you run other services (YouTube TV, Netflix, Google Movies... thousands and thousands of choices) on. What exactly you can do depends on each of those services.
