does Google Chromecast (3rd Generation) require internet access to stream in Guest Mode?

I have no internet access on my network.

My Android phone and my Google Chromecast (3rd Generation) are both connected to my network.
My friend's Android phone is not connected to my network.
Can my friend stream media from his phone to the Chromecast in Guest Mode?

Chromecast devices ALWAYS require a network.

Guest mode just Chromecast get commands from a device (phone or tablet) that is not signed on to the network.  The Chromecast still needs the network to work.
 
So, yes, your friend could walk into your house, NOT connect to your network, and then cast to your Chromecast (they will need the PIN).

Note: Guest Mode does not work with EVERY cast-enabled app.
