what does the message "available for specific video sites" mean when trying to cast from chrome?

just trying to cast desktop from PC to chromecast. on same network. I can cast from android device with no problem and I have done a factory reset and relinked the device

Thanks for providing more information. To be more specific are you not able to cast all websites or just specific sites? I recommend you check out the article from our support website, see— Chromecast-enabled site vs. casting a tab.
