Casting from a laptop - when the chromecast is connected to a different WI-FI

In need of some help!!!

Trying to set up a Chromecast in my work office. I have set up the Chromecast from my phone which is connected to a Mobile WIFI at work. However, work laptops are connected to a different WI-FI network is there a way that I can Guest Mode cast on the TV? 

Hoping this makes sense!!!

Guests will be able to use Chromecast enabled apps from mobile devices with Guest mode.
