Lost phone can not find

I can not find my lost phone and it has location turned off, I need help! Can someone guide me?

To find it, it's location must be turned on so you're not going to be able to locate it unfortunately.

I appreciate the help, @David_K. 

@Rasul, I'm afraid that we can't help with this since like davidking said, Location needs to be enabled for the Find My Phone feature to work. The device should also be powered on and have a WiFi or mobile data connection.
