One GH routine triggered by light turning on stopped working

Subject routine used to work  Multiple other GH routines still work great. Phillips Hue lights work great.

This one routine is suddenly toast. 

 
-Hue motion detector turns on light
-GH is supposed to see light and make announcement
-GH app shows light is on, but no announcements
-Routine makes announcement when manually triggered (that play button on the routines screen)
 
I've tried:
-Power cycle phone, all Google speakers, and Hue bridge
-Delete and rebuild problem routine (multiple times, with phone restart in between)
-Delete Google Home app and rebuild routines
-Detach and reattach Hue app from GH (with phone restart
-Tried all above with smartthings attached to GH and not attached to GH
-Factory reset of all speakers
-Manually turn on light in Hue app and in GH app
-Tried the routine using multiple different Hue lights as trigger
