I think your best bet is to contact Google Nest support and speak to a real person. They are there 24/7. Here is the link to open a support ticket and then there is an opportunity either CHAT for have a phone call. For this problem I think the phone call is gonna be better.

A few questions: what type of Nest camera do you have? What is the color of the status light? Do you have an iOS or Android device? Are the devices offline as well when you log in to https://goo.gle/2UZL8VI (for new Nest cameras) or https://goo.gle/2qjvVSU (for legacy Nest devices)? Also, do you have a Wi-Fi mesh or extender?
