Moving the Nest Protect to a new network

Moving the Nest (BCD9) Protect to a new network.  The Nest Protect is not shown in the app as a connected device, but when I try to reset it, the Nest Protect's verbal message says I must remove it from the system before I can re-add it.

How do I reset the settings so it forgets past names or locations?

Yes, That is the instruction set I followed.  When I attempt to add the Nest Protect again by scanning the bar code Next immediatly responds, at the scan, that this device is already in the account and must be removed before I can do anything else with it.
